You have very little generic industry and far too much commercial which is spread out all over your city. If you want goods transferred to your innercity terminals, then use a simple road link and keep the innercity freight network independent from the intercity rail tracks. So, you'll have to sort out that mess of spaghetti and redo your rail so that each cargo terminal is served by a single independent line to a single outside connection. This creates overspawning of trains and not only that, the loads per train are shared among all trains spawned, which means they are not optimally loaded either. So instead of serving a single terminal, each of the 4 outside connections are trying to serve all 5 intercity terminals. ![]() This is because each intercity terminal that connects to an outside connection will cause trains to be spawned at the outside connection. They are all interconnected and they shouldn't be. You have 5 intercity cargo terminals all sharing 3 outside connections plus the cargo harbour. This applies to boats, trains and planes. ![]() Try to remember this simple rule: use only one intercity terminal per outside connection and do not share an intercity terminal or outside connection with any other. So, I'll explain them and leave you to it. I took a look and although I'd like to fix it, to be honest there are so many problems with this city, it would take more time than I care to give in order to fix everything.
